The second session of the World forum of cities on the subject: ╚Cities - centers of cultures, all-round interests and integration╩
Under the aegis of the UN-HABITAT (the UN program on human settlements) in September 2004 in Barcelona (Spain) was held the second session of the World forum of cities on the subject: "Cities - centers of cultures, all-round interests and integration".

The Forum is organized each two years and has become an important international event, directed towards the main aim of this millennium - transition to the urbanized world, when in 50 years according to the prognosis two thirds of the population will live in big and small cities, and about one billion of people will live in the slums, which are expending very quickly.

In the work of the Forum took part representatives of governments and official delegates of local authorities, NGOs, scientific research institutes, different UN foundations and organizations, leading architects and specialists in town planning.

There were 5000 thousand participants in the Forum. One third of all participants were women. Director of IUE I.V. Voronova took part in the Forum.

At the Forum: A. Tibaijuka, UN Under-Secretary-General, Executive Director of United Nations Centre for Human Settlements (HABITAT) (third from the left) and I.V. Voronova (forth from the left)

At the plenary meeting was announced the address of the General Secretary of the United Nations Mr.Cofi Annan, in which he noted particular role of cities in formulation of the society with equal rights, in keeping cultures and development of the economy.

All discussion had one common idea: it is necessary to support and to strengthen local authorities by the governments and the UN. Decentralization and development of self-government institutions might stimulate solution of the poverty, housing, water supplies and sanitary problems, social security and education under condition of mass urbanization of cities in the world.

In the speeches of the delegates from the Russian Federation there was interest in the cooperation with the UN program on human settlements (UN-HABITAT) when solving primary tasks in town planning, such as reform in communal services, improving social and economic norms and standards in the stable development of the cities.

During the meeting with A.Tibaijuka, Voronova I.V. discussed the questions related to the preparation of the next annual meeting of the IUE and its subject: "Questions of financing of housing and developments of cities", which will be held in the UN Center in Nairobi, Kenya
